License Plate Vouchers - Discontinued
Thank you for your purchase of a FNPS license plate voucher. We truly appreciate your support.
Unfortunately, we have decided to not continue selling vouchers, as we will not reach the state-required 3,000 plates by July, 2024. The difficult decision to cease selling the vouchers was made after considerable thought and exploration of our options. This means the license plate will not go into production.
We have been working with the State to understand what options are available to voucher purchasers.
All funds relating to the license plate vouchers are held by the State of Florida (and not by FNPS). The State manages all the funds and any refunds. This process is outlined in Florida Statute 328.08053:
Once the pre-sale date of July 1, 2024 has passed the Department of Highway Safety and Motor Vehicles will send you a letter with your next steps. You will have two options:
- use the fee you paid as a credit towards any other specialty license plate;
OR
- apply for a refund on a form prescribed by the department.
Essentially, the fee you paid for your voucher will be available to you after July 1, 2024 for either a refund or a transfer to another plate. We had hoped the refunds would be available to you sooner, but unfortunately this process is out of our hands. We will provide information closer to that time about the process details, including links and other information to make the refund or transfer process as smooth as possible.

Here is the complete text of Florida law pertaining to license plate voucher refunds (Florida Statute, 320.08053):
(2)(b) Within 24 months after the presale specialty license plate voucher is established, the approved specialty license plate organization must record with the department a minimum of 3,000 voucher sales before manufacture of the license plate may commence. The department shall extend this presale period by an additional 24 months for an approved specialty license plate organization that, as of June 15, 2022, is in the presale period but has not recorded at least 3,000 voucher sales. If, at the conclusion of the presale period, the minimum sales requirement has not been met, the specialty plate is deauthorized, and the department shall discontinue development of the plate and discontinue issuance of the presale vouchers. Upon deauthorization of the license plate or if the plate has met the presale requirement but has not been issued, a purchaser of the license plate voucher may use the annual use fee collected as a credit towards any other specialty license plate or apply for a refund on a form prescribed by the department.
